Key BVN Rule Changes

  • One-Time Phone Number Update: You can now only change the phone number linked to your BVN once in your lifetime.
    • This measure aims to stop identity manipulation and secure authentication channels like OTPs.
    • Customers are urged to link their BVN to a secure, long-term number, ideally the one registered with their National Identification Number (NIN).
  • One Device per Banking App: Mobile banking applications are now restricted to one device at a time per user.
    • Logging in on a new device will automatically log you out of the previous one.
    • Switching to a new device triggers a ₦20,000 transaction cap for the first 24 hours to limit potential losses from compromised accounts.
  • 24-Hour Fraud Watchlist: Any BVN flagged for suspicious activity will be placed on a temporary 24-hour watchlist.
    • Affected accounts may be temporarily frozen while the bank contacts the holder for verification.
  • Age Restriction: BVN enrollment is now strictly limited to individuals aged 18 years and above.
    • Minors can no longer hold standalone BVNs and must operate accounts through guardian-linked arrangements.
